Programs for foreign students, who didn't learn Russian language before (applications are accepted until July 15, 2020)
The main focus is on teaching Russian as a foreign language at the following levels: elementary, basic, and first certification.Foreign citizens who have previously studied Russian, are accepted for training throughout the entire calendar year. In this case, the listener must pass the input test (grammar, writing, reading). According to the test results, the listener will have a certain level of proficiency in the language.
Pre-university training– 3 semesters ( April 2021 – August 2022)

The Center for Continuing Vocational Education implements for foreign citizens training programs in the Russian language and specialized disciplines that plan to receive higher professional education at the Siberian University of Consumer Cooperation (SibUCC) or other Russian universities. Recruitment of students is carried out on a contractual basis.

Prior knowledge of the Russian language is optional. Specially designed programs provide training from level zero. After the successful completion of the program, a certificate is issued from the Siberian University of Consumer Cooperation (SibUCC) on the chosen course.

Admission on a general basis with the status of a compatriot
Foreign citizens and stateless persons

Reason: Article 17 of the Federal Law as of May 24, 1999 No. 99-FZ "On the State Policy of the Russian Federation Regarding Compatriots Abroad". According to Part 4 of Article 78 of the Federal Law as of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", compatriots have the right to receive secondary vocational education, higher education and additional vocational education on an equal basis with citizens of the Russian Federation.

Compatriots are:
• citizens of the Russian Federation permanently residing outside the Russian Federation;
• persons and their descendants living outside the territory of the Russian Federation and belonging, as a rule, to peoples historically living on the territory of the Russian Federation;
• persons who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation and whose relatives in the direct ascending line previously lived on the territory of the Russian Federation


Documents confirming the status of compatriot:
• USSR citizenship, other citizenship or lack thereof at the time of presentation - for persons who were USSR citizens;
• living in the past on the territory of the Russian state, the Russian Republic, the Russian Soviet Federative Socialist Republic, the USSR, or the Russian Federation, the relevant citizenship upon leaving the territory and other citizenship or the lack thereof at the time of presentation - for immigrants (emigrants);
• kinship in a direct ascending line with these persons - for the descendants of compatriots;
• residence abroad - for all specified persons.


The main list of documents that must be provided by compatriots:
• birth certificate of the applicant's parents, confirming their birth on the territory of the Russian state, the Russian Republic, the Russian Soviet Federative Socialist Republic, the USSR, or the Russian Federation
• birth certificate of the applicant
• documents confirming the permanent residence of the applicant and his parents abroad.
Application procedure
To apply for the Siberian University of Consumer Cooperation (SibUCC), it is necessary to complete the following steps:

2. Email a copy of a foreign passport and a notarized copy of an educational certificate in English or Russian required to enter an appropriate level of higher education: 54sibupk@gmail.com

3. Within 3 working days an applicant will receive a response by email from the University administration. If an applicant receives a positive response, they have to pay a paperwork fee in the amount of 3000 rubles (about 50 US dollars or 35 euros) to the University bank account (according to invoice) and send a copy of the bank receipt by email: 54sibupk@gmail.com.

4. Upon receipt of payment the University will email an applicant the date and time of the online interview with the university staff, which must be completed in English or Russian.

5. Within 1.5 months, the necessary package of documents will be prepared, which includes: an invitation from the Federal Migration Service of the Russian Federation, an invitation from the Siberian University of Consumer Cooperation, and a training contract.

6. An applicant is sent a contract for educational services, an invoice for payment and an invitation from the Siberian University of Consumer Cooperation (SibUCC). The amount of prepayment under the contract is 100% of the annual tuition fee. Prepayment can be reduced to 50% on the recommendation of the University partners or employees who conducted the online interview.

8. Upon the receipt of payment to the University account, an invitation from the Federal Migration Service of the Russian Federation will be sent to an applicant.

9. Inform the University administration about visa receiving, date and time of arrival as well as the flight number to Novosibirsk by email: 54sibupk@gmail.com or phone +7 (383) 346-17-13.

Information for prospective students entering the Siberian University of Consumer Cooperation (SibUCC) with education and (or) qualifications obtained in a foreign state
The holder of a foreign educational certificate has the right to continue their studies in Russia, including the Siberian University of Consumer Cooperation (SibUCC). In this case, many educational documents issued in foreign countries do not require the recognition procedure.

In most cases, the question of the procedure for recognizing a foreign educational certificate (outdated term "nostrification") is that if there is an international treaty between the Russian Federation and the country of issue of the document.

Article 107 of the Federal Law as of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" provides that recognition in the Russian Federation of education and (or) qualifications obtained in a foreign state is carried out in accordance with the international agreements of the Russian Federation governing the recognition and determination of equivalence of foreign education and (or) foreign qualifications (hereinafter - international agreements on mutual recognition), and the legislation of the Russian Federation.

In addition, in the Russian Federation, foreign education and (or) foreign qualifications obtained in foreign educational organizations are recognized. The list of educational organizations with the indication of the conformity of education and / or qualifications obtained in them to education and (or) qualifications obtained in the Russian Federation is established by the Ordinance of the Government of the Russian Federation as of December 30, 2015 No. 2777-p "On approval of the list of foreign educational organizations that issue documents on education and (or) on qualifications recognized in the Russian Federation".

If your educational certificate issued in a foreign country is not covered by the action of the listed regulations, you will need to contact Glavexpertsentr and go through the procedure of recognition of foreign education (http://nic.gov.ru/ru/proc/nic).

We would like to draw your attention to the fact that in many cases it is not easy to determine whether a foreign educational certificate requires passing a special procedure or not. On admission (transfer) to the Siberian University of Consumer Cooperation (SibUCC) you can also provide additional evidence of your training, including documents confirming the fact of studying and receiving foreign education and (or) foreign qualifications, license and (or) accreditation (certification) of the educational program (training programs, major) and (or) organization which issued the document of foreign education and (or) foreign qualifications. These documents are provided along with their translations, certified and notarized in accordance with established procedures.
